Maryland Department of Juvenile Services Facilities Overview

We already have found there to be many instances of abuse that occurred at the following facilities. If you were abused at any of these facilities (or one that is not listed) please reach out to us so we can help you seek compensation and prove that these types of injustices were even more widespread than currently known.

Alfred D. Noyes Children’s Center (Temporarily Closed)

Initially serving both genders, this Rockville facility now exclusively houses up to 29 female juveniles, focusing on secure detention services for those awaiting court proceedings or placement in treatment facilities.

Backbone Mountain Youth Center (Active)

Located in Garrett County, this all-male treatment center accommodates up to 21 youths, providing a staff-secure environment. It originated as a forestry camp in 1966, evolving into a treatment facility with a history of addressing sexual abuse incidents.

Baltimore City Juvenile Justice Center (Active)

This Baltimore-based center, opening in 2003, operates a secure detention facility for up to 120 male juveniles from the city, offering a multipurpose juvenile justice environment.

Charles H. Hickey, Jr. School (Active)

Situated in Baltimore County, this detention center caters to up to 72 male youths awaiting legal proceedings, with a history dating back to 1850 under various names and operational models.

Charles H. Hickey, Jr. Structured Shelter Care Program (Active)

Operating within the Hickey School campus, this program provides shelter for up to 6 youths (4 male and 2 female), supporting those from the state of Maryland.

Cheltenham Youth Detention Center (Active)

This Prince George’s County facility, with a capacity for 72 males, has undergone several name changes since its 1870 inception, focusing on secure detention for awaiting court or placement juveniles.

Garrett Children’s Center (Temporarily Closed)

Evolving from the Lonaconing Forestry Camp for Boys, this Garrett County facility aims to house up to 24 males post-renovation, emphasizing treatment and rehabilitation.

Green Ridge Youth Center (Active)

An Allegany County-based all-male treatment center, Green Ridge serves up to 21 youths, established in 1955 as a forestry camp before transitioning to its current function.

Lower Eastern Shore Children’s Center (Active)

This Wicomico County center, opening in 2002, now solely accommodates male youths, providing secure detention facilities for those awaiting court dates or treatment placement.

Mountain View (Closed)

A female-only staff-secure treatment program that operated on the Backbone Mountain Youth Center grounds, serving typically 14 to 20-year-old females until its closure.

Thomas J.S. Waxter Children’s Center (Closed)

Named after the late welfare director Thomas J.S. Waxter, this facility previously provided both secure detention and treatment for female juveniles before its closure.

Victor Cullen Center (Active)

Transitioning from a tuberculosis sanatorium to a reform school and now a treatment and detention facility in Frederick County, Victor Cullen serves up to 48 male youths, addressing a diverse set of rehabilitation needs.

Western Maryland Children’s Center (Active)

This Washington County all-male detention center provides a holding space for up to 24 juveniles from the surrounding counties, awaiting court or treatment placement.
